The Government of the Republic of the Philippines (GOP) has received a Loan from Japan International Cooperation Agency (JICA) toward the cost of the Road Upgrading and Preservation Project on 31 March 2011. It is intended to apply a portion of the proceeds of this Loan to eligible payments for which this Application for Prequalification and Bids is issued.

The Department of Public Works and Highways (DPWH), herein referred to as "The Employer" through its Bids and Awards Committee (BAC), invites local and foreign contractors and/or firms to submit application for prequalification and bids for the contract:

  • Contract Name: Contract Package 3, Reconstruction of Clarín Bridge
  • Brief Description: Construction of a new Nielsen Arch Steel Bridge with a total of 104.00 linear meters rested on 1200 mm diameters Bored Piles at Abutments "A" and "B" with a total length of Asphalt Approach Road of 425 l.m.
  • Estimated Project Cost: PhP 400.00 Million
  • Source of Fund: JICA Loan Agreement No. PH-P247 and GOP
  • Contract Duration: 540 Calendar Days

Bidding will be conducted through International Competitive Bidding (ICB) using a "Modified Single Stage: Two-Envelopes Bidding Procedure" in accordance with the JICA letter dated June 2012, and is open to all Applicants/Bidders from eligible source countries, as defined in the Loan Agreement. Prequalification Documents (First Envelope) and Bidding Documents (Technical Bid and Price Bid, Second Envelope) will be submitted simultaneously wherein the Prequalification Documents will be opened immediately after the deadline for submission in the presence of Bidder's representatives who choose to attend. Only those prequalified Bidders will be invited for the opening of its Second Envelope.

(i) Foreign Applicants/Contractors should have license in their own countries and areas duly authenticated by the Philippine Embassy/Consulate in their country.
(ii) Local Applicants/Contractors should be holding PCAB License with Category "AAA" and Certifícate of Registration and Classification of Contractors as Large "B" for Roads and Bridges issued by the Philippine Contractors Accreditation Board (PCAB) and duly included in the DPWH Registry of Contractors.

In case of a Joint Venture Applicant (JVA), the lead firm and member partners must satisfy the registration and classification requirements in order to meet the jointly and severally liable provision for any/all obligations, which the JVA may incur. The combined JVA shall meet the requirements of all qualifying criteria (General Experience, Historical Contract Non-Performance and Financial Situation). The JVA minimum percentage requirement for "Average Annual Construction Turnover" in the "Financial Situation" criteria shall be:
(i) Each member of the JVA is required to meet individually not less than 25% of the qualification requirements; and
(ii) At least one member of the JVA is required to meet not less than 40% of the Qualification requirements.

The Applicant must meet the following minimum requirements:

Average Annual Construction Turnover for the last Five (5) Years Successful experience in the execution of the projects similar in nature and complexity comparable to the proposed project within the last Twenty (20) Years:
MINIMUM REQUIREMENTS: PhP 400.00 Million

a) Construction of at least Two (2) Arch Steel Bridges or Cable System Bridge. (Note: If the applicant/s has no experience in Cable System Bridge but has experience in an Arch Steel Bridge with the required span length, they shall submit their proposed cable installer with commitment for the project).  
MINIMUM REQUIREMENTS: 100.00 l.m. Span (Each Bridge)

b) Construction of One (1) Bridge Project (Note: The Applicant/s must submit Construction Methodology or Certification from the owner/employer that the bridge was constructed using barge as a proof or evidence that will support their claim, either certified true copy and/or authenticated by the Philippine Embassy/Consulate from the origin of the documents.)
MINIMUM REQUIREMENTS: Using Barge Erection Method.

c) Construction of One (1) Bridge resting on Bored Pile with a minimum of 1200 mm Diameter.
MINIMUM REQUIREMENTS: With at least Twelve (12) Positions of Bored Piles (Single Bridge). 

d) Construction of One (1) Bituminous Concrete Surface Road Project with a minimum thickness of 50.00 mm.
MINIMUM REQUIREMENTS: 6,000.00 sq.m. (Single Contract)

Application for Prequaiification and to Bid should be submitted in sealed envelopes and must be accompanied by a Bid Security in the amount of PhP 8,000.000.00 or its equivalent in US Dollars or Japanese Yen in the form of Cash, Cashier's or Certified Check, Bank Draft/Guarantee or Irrevocable Letter of Credit, To purchase the bidding documents, applicants should pay a non-refundabie fee of PhP 40,000.00. Bidding Documents is downloadable at DPWH and PhilGEPs website, however applicants are required to pay the Bidding Documents on or before submission of their bids.
